LEGISLATED RACISM & ABUSE OF POWER
 
GENOCIDE & CRIMES AGAINST HUMANITY-PERSECUTION
 
 
British/Canadian federal government and British Columbia provincial government applied punitive legislated racism acts against Doukhobors, these actions were taken in the name of the law, at same time violating/ignoring the constitutional/civil/human rights of the Doukhobors under United Nations legislation, Canadian legislation and British Columbia legislation. This was Legislated Racism & Abuse of Power, Genocide & Crimes Against Humanity-Persecution.
 
British monarchy government, Canadian federal government and British Columbia provincial government were/are democratic governments.
 
The British/Canadian federal government, British Columbia provincial government, motives/intent were, to divide and conquer the Doukhobors, obtain Doukhobor lands/businesses/infrastructures and force the Doukhobors into military service.
 
In this historical context there are three positions/opinions, the truth, Doukhobor, British/Canadian/BC governments. The Doukhobor Ancestry represents my opinion of the truth, my opinion of the Doukhobor position. My motivation is healing and justice.
 
Canada was a colony ruled by the British. All the major power systems in Canada were British, government, military/RCMP, news media, churches, financial, business, legal and unions. Britain was a monarchy/democracy. Monarchies are based on the principles of power and greed. Power was maintained by the major British power systems/England. Greed was maintained by using the resources of Canada. Numerous studies/government apologies confirm British mentality of arrogance, cultural superiority and racism in dealing with Doukhobors, First Nations and other minority groups. The Doukhobor identity of language, religion and culture was diametrically opposite to the British identity.
 
Doukhobor identity is 1. Language-Russian, Ukrainian, 2. Religion-main beliefs, pacifists against war/killing(peace), allegiance to god/Jesus Christ(love), 3. Culture-economy, food, dress, social life, recreation. Doukhobors believe all people are equal, are brothers and sisters, contain the spark/spirit of god within. Doukhobors consider themselves free people, citizens of earth/universe, in service to god/Jesus Christ. In Russia Doukhobors lived under Mir land system. Mir land system is based on democratic/communal ownership of land. A village is built on a piece of land, used by members of the community shared equally by each member for the benefit of the community as a whole. Rights of the individual based on the community as a whole, for the good of all concerned. Mir in Russian means world and peace.
 
There are six major groups, 1. British/Canadian Governments/RCMP, 2. BC Government, 3. Canadian/BC Population, Doukhobors-4. Independent, 5. Community, 6. Sons of Freedom/Reformed. There are five generations in Canada. There are five pivotal major unresolved events, 1. 1907 Saskatchewan land loss, 2. 1924 Killing of leader Peter Verigin, 3. 1929-1932 365 Doukhobor children being arrested/confined in foster homes, orphanages and industrial schools, 4. 1938-1945 CCUB Foreclosure-Lands/businesses/infrastructures loss in BC, Alberta and Saskatchewan, 5. 1953-1959 200 Doukhobor children arrested/confined in New Denver.
 
1899 Doukhobors came to Canada on the basis of 3 negotiated agreed upon conditions. The 3 conditions were:
 
1-Land in a block; they must live in group settlements as they had in the Mir system in Russia,
2-Military exemption; they could not serve in the military,
3-Control of their internal affairs; they wanted to preserve their identity of language, religion and culture.

1907 Unresolved event 1-Saskatchewan Land Loss
 
1907 Oath of allegiance, to British/Canadian monarchy. Doukhobor main religious belief is allegiance to God/Jesus Christ(Love), Doukhobors do not believe in monarchies. British/Canadian oath of allegiance required the Doukhobors to swear allegiance to the British/Canadian monarchy forever, before god. Doukhobor Religion and culture was based on living in communities under the Mir land system. The British/Canadian government applied legislation requiring Doukhobors to register individual homesteads.
 
1909 British Columbia government mentality of arrogance, cultural superiority and racism.
1911 British/Nelson BC citizens express concern to BC attorney general, Doukhobors are too numerous and might swamp the community.
1912 Doukhobors build school in Brilliant, why their responsibility?
1912 BC government sentences 5 Doukhobors to 3 months jail for not registering a death.
1912 Blackmore Royal Commission, 1 man British/Canadian/Nelson BC, newspaper editor, appointed by BC premier, recommends Doukhobor military exemption be cancelled.
 
1914 BC government enacts Community Regulation Act. BC authorities continue with prosecutions, fines and seizure of community goods.
1914 BC officials raid Doukhobor villages and exhume Doukhobor bodies to prove non compliance with registration of deaths.
1914 BC dept. of education introduces military drills and rifle shooting in schools.
1917 British/Canadian government disenfranchises Doukhobors, federal vote.
1918 Doukhobors build 9 schools, why their responsibility?
1919 British/Nelson BC soldiers/citizens express hate/racist opinions regarding Doukhobors military exemption, prosperity and buying supplies in bulk. Demand Doukhobors return to Russia and Doukhobor lands be given to soldiers. 12 ex soldiers force Peter Verigin to sign over Doukhobor lands.
1920 BC government broadens school act compulsory attendance, authorizes building of schools on Doukhobor lands, at the Doukhobors expense.
1920 BC government enacts immigration policy barring Doukhobors. 
1922 BC government applies punitive community regulation act. Numerous actions fining Doukhobors for school non attendance.
 
1924 Unresolved event 2-Killing of Doukhobor Leader Peter V Verigin
 
1924 BC government applies special taxes against all Doukhobors to pay for burning of schools.
1925 Doukhobors build 5 schools.
1925 BC police inspector, 10 deputies, 100 citizens force themselves into Doukhobor community warehouses , seize $20,000 of goods.
1927 Doukhobors build 4 schools.
 
1929 BC government arrests/imprisons 104 Doukhobor adults, for nude protests.
1929 BC government, first incident, 8 Doukhobor children arrested/confined.
1930 British/BC citizens express concern Doukhobors might vote in a block.
1931 BC government disenfranchises Doukhobors, BC vote.
1931 British/Canadian government, criminal code change, nude protests 6 months changed to 3 years. Get tough policy declared.
1932 British/Canadian government arrests Doukhobor leader Peter P Verigin, perjury in civil lawsuit.
1932 600 Sons of freedom adults jailed at Piers Island for nude protests.
 
1932 Unresolved event 3-Second incident 365 Doukhobor children, age 7-14, arrested/confined, Constitutional Legalities?
 
1933 British/Canadian government tries to deport Doukhobor leader Peter P Verigin.
1934 British/Canadian government disenfranchises Doukhobors, federal vote.
 
1938 British/Canadian/BC governments refuse to assist Doukhobors with programs setup to assist businesses during depression.
1938 Supreme court of Canada denies farmer debt relief to CCUB, rules CCUB/Doukhobors are not farmers.
 
1938 Unresolved event 4-CCUB foreclosure, BC government enacts special legislation to take over foreclosure process
 
1940 BC government enacts License Forfeiture and Cancellation Act, increasing the pressure by giving licensing authorities the power to deny or cancel licenses of any sort to any Doukhobor.
1943 British/Canadian government applies Selective Service Regulations to Doukhobors, military service.
 
1947 Judge Sullivan inquiry, 1 man British/Canadian/BC  judge appointed by BC government, concludes Doukhobor adults are lunatics and criminals, recommends children should be removed from parents, assimilated, scattered throughout the province in foster homes.
1950 BC government jails 400 Sons of Freedom for burnings and nude protests.
1952 Hawthorn Report, 12 man panel of British/Canadian/UBC professors appointed by BC attorney general. BC government does not implement recommendations, instead take a hard line towards Doukhobors.
1953 BC Social Credit Premier W.A.C. Bennett states, we will crush the Doukhobors.
1953 BC Premier W.A.C. Bennett creates multi ministry committee on Doukhobor affairs based in Victoria and creates local multi ministry committee on Doukhobor affairs in Nelson BC.
1953 BC Attorney General Robert Bonner and BC Ministry of Education recreate 1929/32 forced assimilation policy.
1953 BC Attorney General Robert Bonner announces get tough program, fines, driver licenses revoked, children arrested/confined.
 
1953 Unresolved event 5-New Denver, 200 Doukhobor children age 7 to 14 arrested/confined by BC government/RCMP
 
1953 RCMP night raids with police dogs, road blocks, curfews on Sons of freedom Doukhobor communities, continued until 1959.
1953 RCMP arrest 144 sons of freedom Doukhobor adults at Perry Siding.
1953 40 RCMP raid Doukhobor tent camp at Perry Siding BC, arrest 104 children, 12 nursing mothers with babies, forcefully confine them at New Denver.
1954 40 RCMP in full riot gear raid Doukhobor community of Gilpin BC, use tear gas against protesting women, arrest/club 4 women. 
1954 40 RCMP in full riot gear raid Doukhobor community of Gilpin BC , 2 weeks later, no children are found.
1955 50 RCMP in full riot gear raid Doukhobor community of Krestova BC, arrest 40 children, forcefully confine children at New Denver BC.
 
1955 Doukhobors file 2 United Nations complaints/Genocide, complaints ignored.
1955 Perepolkin, Freedom of Religion legal challenge-New Denver, legal limbo for 1 child.
1956 British/Canadian/BC Judge makes narrow ruling, no religion factors present, for another child.
1957 BC attorney general blocks all legal avenues to get children released from New Denver.
1957 BC government invites Vancouver Sun reporter Simma Holt to make special report. Simma Holt concludes New Denver Dormitory is a high-class boarding school and forced assimilation/compulsory education will solve the "Doukhobor Problem". Children aged 7 to 14!
 
1962 BC Attorney General/RCMP arrest, charge all members of Fraternal Council of Sons of Freedom, claiming there was a conspiracy among the Freedomites to commit violence and to challenge the government. Magistrate William Evans threw out the case.
1962 BC government jails 100 Sons of freedom at Agassiz, for bombings, burnings and nude protests.
 
1978 BC Attorney General charges community Doukhobor leader, John J. Verigin, conspiracy to commit arson.
 
1979 Expanded Kootenay Committee on Intergroup Relations start discussions, initiated by BC Attorney General.
1985 Expanded Kootenay Committee on Intergroup Relations end discussions, none of 5 major events resolved.
 
Conclusions
 
Doukhobors came to Canada on the basis of 3 negotiated agreed upon conditions. The 3 conditions were:
 
1-Land in a block; they must live in group settlements as they had in the Mir system in Russia,
2-Military exemption; they could not serve in the military,
3-Control of their internal affairs; they wanted to preserve their identity of language, religion and culture.
 
Unresolved Event 1, 1907 Saskatchewan land loss
 
The British/Canadian Government applied legislation requiring oath of allegiance to Britain/Monarchy and applied legislation requiring Doukhobors to register individual homesteads. This was the start of numerous punitive legislated racism actions, targeting the Doukhobors, taken by the British/Canadian governments and in the future by the BC government. This was designed to divide and conquer the Doukhobors, obtain the Doukhobor lands/businesses/infrastructures and prepare the Doukhobors for military service. The 2 main Doukhobor religious beliefs are, pacifists against war/killing(peace), allegiance to god/Jesus Christ(love). 258,880 acres of Doukhobor cultivated reserve lands reverted back to the crown. There were numerous outbreaks of war around the world involving Britain. There were at least 20 countries involved in wars. These outbreaks of war resulted in WW1. The British/Canadian government breached the agreement of 3 negotiated agreed upon conditions. The actions of the British/Canadian governments were legislated racism and abuse of power.
 
Unresolved Event 2, 1924 Killing of leader Peter Verigin
 
The common thread, mentality of British/Canadian/BC governments dealing with Doukhobors was abuse of power, greed, arrogance, cultural superiority and legislated racism.  The motives of the British/Canadian/BC governments were, divide and conquer the Doukhobors, obtain Doukhobor lands/businesses/infrastructures and prepare the Doukhobors for military service. These motives were to maintain the British monarchy based on the principles of power and greed. The greatest benefit of killing Doukhobor leader Peter Verigin was to the British/Canadian/BC Governments and the majority British population in Canada/BC.
 
Unresolved Event 3, 1929-1932, 365 Doukhobor children arrested/confined in foster homes/orphanages/industrial schools.
Unresolved Event 5, 1953-1959, 200 Doukhobor children arrested/confined in New Denver
 
The Law Commission of Canada did an extensive study on institutional child abuse. Report titled Restoring Dignity. The main effects of institutional child abuse are Disconnection, Degradation, Powerlessness. Disconnection for Doukhobor children was from community, families, language, religion and culture. The BC governments intent was to erase/forcefully assimilate the Doukhobor identity of Language, Religion and Culture. Degradation for Doukhobor children was in the form of Physical and Psychological Maltreatment, also loss of: Privacy, Dignity, Self Respect, and Individuality. Experiences of Disconnection and Degradation create a state of Powerlessness in the individual and the community. BC Ombudsman report no. 38, chap II-The Policy, states forced assimilation/compulsory education of 1 to 2 generations of Doukhobor children will solve the "Doukhobor Problem". Children aged 7 to 14!  This is exactly what happened based on the British/Canadian/RCMP/BC governments policy of Forced Assimilation to 2 generations. My parents as children were forcefully assimilated in 1929-1932, I was forcefully assimilated in New Denver 1955-1959. Children aged 7 to 14 are not responsible for the actions of their parents/governments.
 
New Denver Dormitory was a prison environment. Doukhobor children aged 7 to 14 were hunted down by 40/50 RCMP dressed in full riot gear with police dogs from 1953 to 1959. New Denver Dorm was in an isolated location, 8 foot high fence, guard house with guard 24/7/365, patrolled by RCMP with police dogs. Children were not allowed to leave for the full duration of their forced confinement, no compassion leaves for funerals/illnesses/weddings. Visits conducted through the fence, controlled by passes, were restricted  to 2/month, 1 hour, 2 relatives. Numbers were assigned to each child, put on clothing, shoes, personal space, lockers, work sheets. Roll call, horn blows, children required to line up by bed or main yard. Lock downs for various reasons. Forced labor. Severe punishments, visits cancelled, straps, extra work details. RCMP used to intimidate/discipline children. Outside communication restricted/monitored/censored. All activities controlled 24/7/365. Loss of civil liberties, language, religion and culture.   
 
The sons of freedom Doukhobors population ranged from 1500 to 2500 people. There were 5 major events of arrests/imprisonments of 3 generations of Doukhobor adult men and women, 1929 104 adults, 1932 600 adults, 1950 400 adults, 1953 144 adults, 1962 100 adults, plus 206 adults at numerous other periods for a total of 1554 Doukhobor adults. There were 3 major events of arrests/imprisonments of 2 generations of Doukhobor children. 1929 8 children, 1932 365 children and 1953/59 200 children for a total of 573 Doukhobor children arrested/imprisoned plus an additional 157 Doukhobor children arrested/released. The total of 2 generations of Doukhobor children arrested was 730.
 
The BC government/RCMP would enact a legislated racism policy, arrest the Doukhobor adults, then arrest the Doukhobor children. This had a negative effect on 4 generations of my family.  The actions of the British/Canadian/RCMP/BC governments were legislated racism & abuse of power, abuse of children, forced assimilation, genocide & crimes against humanity-religious persecution.
 
 
Unresolved Event 4, CCUB Foreclosure-Lands/Businesses/Infrastructures loss in BC, Alberta and Saskatchewan
 
The foreclosure process lasted from 1938 to 1945. The British/Canadian government applied Selective Service Regulations to force the Doukhobors into military service. The motives of the British/Canadian/BC governments combined with the major British/Canadian financial institutions were to divide and conquer the Doukhobors, obtain the Doukhobor lands/businesses/infrastructures and force the Doukhobors into military service for WW2. The CCUB lands/businesses/infrastructures were valued between $6 to $10 million, in 1938 dollar value. The CCUB debt was $300,000. CCUB estimated equity was between 95% to 97%. Sun Life Assurance, Canadian Imperial Bank and Crown Life raped/gutted the CCUB organization. The BC government enacted special legislation to take over the foreclosure process, paid $280,000 to the financial institutions, profiting BC Government  to take over 71,600 acres of CCUB Doukhobor land in BC, Alberta and Saskatchewan. After the foreclosure process was complete $142,000 remained in the CCUB trust fund. The BC government later subdivided the larger blocks and sold the Doukhobor lands at a substantial profit. Estimated profit 71,600 acres at $500/acre is $35,800,000. Estimated profit 71,600 acres at $1,000/acre is $71,600,000. This is estimated profit, excluding additional profits, gained by the BC government, from taking over the CCUB businesses and infrastructures.
 
CCUB lands/businesses/infrastructures were valued $6 to $10 million in 1938. CCUB equity was 95% to 97%. The CCUB debt was $300,000. The BC Government paid $280,000. The BC government received estimated land profit of $35,800,000 to $71,600,000 in 1960's, plus profit of the businesses, plus profit of the infrastructures. The Doukhobors received $142,000!
 
The actions of the British/Canadian/BC governments were, legislated racism & abuse of power, genocide & crimes against humanity-persecution.
 
 
THE BRITISH/CANADIAN/BRITISH COLUMBIA GOVERNMENTS/RCMP:
 
1. Breached the agreement with Doukhobors of 3 negotiated agreed upon conditions.
1-1-Land in a block; they must live in group settlements as they had in the Mir system in Russia,
1-2-Military exemption; they could not serve in the military,
1-3-Control of their internal affairs; they wanted to preserve their identity of language, religion and culture.
2. Enacted minimum of 20 legislated racism acts against the Doukhobors.
3. Enforced legislated racism acts minimum of 500 times.
4. Disenfranchised the Doukhobors, federal and provincial vote, 3 times.
5. Targeted all the Doukhobor leaders, minimum 7 times.
6. Imprisoned 3 generations, 1554 Sons of Freedom Doukhobor adults.
7. Imprisoned/forcefully assimilated 2 generations, 730 Sons of Freedom Doukhobor children.
8. Profited/Obtained Doukhobor lands/businesses/infrastructures, 2 times.
9. Demonstrated mentality of arrogance, cultural superiority and racism. 
10. Violated Doukhobors constitutional/civil/human rights.
 
An objective analysis of historical timeline events clearly demonstrates that the initial action in majority of events was taken by the British/Canadian/BC governments, enforced by the RCMP. The motives/intent were to divide and conquer/forcefully assimilate the Doukhobors, obtain the Doukhobor lands/businesses/infrastructures, and force the Doukhobors into military service. The British/Canadian/BC democratic governments actions were military style force, dictatorial in nature, hard line/get tough policies applied against innocent children aged 7 to 14. British/Canadian/British Columbia governments made: no attempt to negotiate, no attempt to compromise, no attempt to address any Doukhobor concerns, no attempt to accommodate the Doukhobor identity of language, religion and culture, no attempt to resolve the 5 major unresolved events.
 
The actions of the British/Canadian/RCMP/BC governments were, Legislated Racism & Abuse of Power, Genocide & Crimes Against Humanity-Persecution. The actions of the British/Canadian/BC governments were to benefit the British population in Britain, Canada and BC at the expense of the Doukhobors. These actions were to maintain the British monarchy based on the principles of power and greed.
  
The actions of the British/Canadian/RCMP/BC governments, targeting the Doukhobors, in the 5 unresolved events were immoral/illegal on all levels,  spirit/law of karma, UN legislation, Canadian legislation, and BC legislation.
